Debra Twomey B.S. after 25-years is retired law enforcement from Prince William County Police Department in Virginia.  She spent 15-years as a Crime Scene Investigator and 5 years as a Detective.  Debra has a B.S. degree in Administration of Justice.  She is a graduate from the Virginia Forensic Science Academy, and later critiqued student crime scenes and was also a guest instructor.  She also studied Bloodstain Pattern Analysis with Miami-Dade Police Department in Florida.  Debra has received over 1000-hours of training in the field of criminal investigation and crime scene investigation.  During her time as a detective Debra was assigned to the Crimes Against Children’s Unit and the Violent Crime Unit.  She ended her career examining cold case homicides.  Debra has been a part of several high-profile cases within the police agency she worked for and has testified in Prince William County Circuit Court as an expert in crime scene investigations.  Debra has received commendations from her police agency, and from the Commonwealth Attorney for Prince William County, Virginia.

Several occasions Debra was assigned to work with outside agencies and conducted case analysis comparisons, dealing with serial sexual related crimes.  Debra has also conducted case analysis regarding cold case homicides in an attempt to determine if any previous recovered forensic evidence could now be examined by the Virginia Forensic Laboratory.  During her review of cases Debra also determined if anything may have been overlooked during the investigation, statements from victim(s), witnesses, and suspect(s) were examined for inconsistences; and she also included a timeline involving the victim and others involved in the crime..

Debra has also instructed crime scene investigations and criminal investigations for classes conducted at the Prince William County Police Training Academy, and other local police agencies.  After retiring Debra was an Adjunct Instructor for the Northern Virginia Community College and overseas as a contract instructor through the U.S. State Department.

ACCOMPLISHMENTS / PROJECTS

  • Lead crime scene investigator (CSI) for twelve homicides, four capital murders and one capital murder of a police officer.
  • Lead CSI on numerous high profile cases to include two ex-FBI Agents who were once married. The wife had an affair with famed author Patricia Cornwell. The husband planted pipe bomb materials and bombs throughout Northern Virginia in attempt to frame his ex-wife (1996.)  A novel was written by Caitlin Rother, on the case and titled Twisted Triangle.
  • Development of the police department’s newly established Crime Scene Investigator Unit Standard Operating Procedures and Guidelines.
  • At the request of the Prince William County Commonwealth Attorney conducted aerial videography for the reenactment for the capital murder of Virginia State Police Trooper Jose Cavazos (1993.)
  • Was the “go-to” CSI for the Commonwealth Attorney’s Office regarding felony criminal cases when the crime scene investigations needed to be expanded.
  • Assigned to consult on two different rape regional task forces. The rapist who came to be known as the Centreville Rapist (1995) was arrested in 2018. The role on each task force was to develop victimology and case analysis to determine similarities in the cases.
  • Lead CSI on a homicide case involving suspect Melvin Irving Shifflett (1994) a serial sexual sadist, who was also the prime suspect in two Fairfax County, Virginia cold case homicides.
  • Produced investigative analysis of the “players” and “victims” regarding a Russian cold case (1994) homicide.
  • Volunteered to work the telephone tip line during the DC Sniper Task Force (2002) investigation of Lee Boyd Malvo and John Allen Muhammad. The job was to analyze incoming raw tip information, prioritize and forward the leads for field investigations.
  • Gray Haven Project: Crisis Response Team Volunteer for victims of human trafficking in the surrounding area of Richmond, Virginia.
  • Testified before the Virginia General Assembly:  Richmond, Virginia as an advocate to change the law regarding physicians having sexual misconduct with patients.  After testifying before a Senate Sub-Committee; Senate Committee; and the Virginia House of Delegates, Virginia Governor Robert McDonnell signed State Bill 898 (Twomey Bill) on March 17, 2013. This Bill became effective July 1, 2013 making it mandatory for Practitioners who have sexual relations with patients to have their medical license REVOKED for 5 years. Previously, the license could be SUSPENDED up to 3 years.
